Oversight in practice

Monitoring cadets during sea time

Because sea time takes cadets aboard vessels for 12–15 months, the Board deliberately structured the Manager role to be filled by a qualified marine engineer — someone equipped to travel to vessels, assess a cadet's progress in person, and liaise directly with the shipping company's officers.
